I don't think Lucius Fox built them with his bare hands. More than one person must know about them.|
Are we supposed to assume that they were stolen from Wayne Enterprises?

They already addressed this in tdk. Somebody already called fox on the whole thing, to which fox replied by laughing at the idea if somebody using the information on wayne. Plus you know, people arent gonna come forward after the last one to do it had a citywide bounty placed on him.|

They already explained that. Bruce buys parts in mass stock to avoid problems, then he gets different suppliers to supply said parts. He might even use pirates to get the shipments.|
Dude has apparently had 8 years to create this. Keep that in mind, it must have been killing him to not be able to show this vehicle off to somebody besides Alfred.

The other people who worked on them are most certainly under some serious non-disclosure agreements for having worked on experimental military tech, and don't know that Batman's use is private and not sponsored by the military and/or Wayne Enterprises. Really, you probably have a bunch of engineers who worked on the tumbler and such feeling pretty smug about knowing that Batman is really some state/corporate sponsored anti-crime project because they recognize the prototypes they worked on

That was when he was buying his tech and Batman things, the Tumbler had already been around long before he became Batman.

I came across that article before. Pretty funny read.
If I were Bruce Wayne/ Batman, I'd set up some dummy company, and possibly even give the workers the idea the project was a government contract. The workers wold be picked up in a bus, with blocked out windows, somewhere offsite. They'd be driven around a bit, then to the cave.
They'd never see Bruce, or Alfred, or anyone that could be traced back to Bruce, or Wayne Enterprises.
A lot of the finishing touches, Bruce could do himself.
