When cooking cannelloni do you have to to pre cook it before stuffing it. ?

Generally you don't want to use it when it's completely dry. It doesn't have to be cooked through, but using it dry right out of the box usually results in a drier dish. You could put them in a bowl or other large dish and cover them with boiling water while you prep the filling, if you don't want to cook them through. I have done this with lasagna noodles and it works well. They will finish cooking in the oven and not get dried out.
