Now it seems completely viable in a pure aggro Modern deck to run 4 Lord of Atlantis and Master of the Pearl Trident alongside 4 Aquitects Wills and 4 Spreading Seas (to be sideboarded out against other blue decks) and wreck face just off those cards alone.
(And yes I understand it removes the drawback of LoA of boosting opponents Merfolk)

|I would think using Act of Treason on a Mind Controlled creature would have no effect, as they're gaining control of the creature, not the enchantment. It's not really a timestamp. Mind Contol still says "You control Enchanted Creature" and Act of Treason doesn't change that.|

|Except Infect exists in a vacuum. The whole "cannot gain life for the rest of the game" thing you said is ridiculous, and would make all creatures and even burn spells obscenely better afterward. However when you play with infect you play with a very select pool of cards that don't interact very well with other creatures that don't have infect or spells with proliferate.|

|We've already had to deal with Celestial Purge, Red Sun's Zenith, Grafdigger's Cage, and the truly crippling Surgical Extraction, and yet have made due just fine. Why is a one drop sorcery so scary over all of those other cards? Red Sun costs more, but you get more than 4 uses from it, Purge is instant speed, and Surgical/Cage are color free. Also Dissipate against Gravecrawlers.|
No doubt Boros Humans having Purge and Pillar is harsh, but they're already going to be a contender for aggro as it is.
In fact the hardest thing for zombies I see is that we didn't really get anything new to play with. Even Cavern of Souls is a hard sell in my 20 land deck.

Basically, this card wins the game by being a 1-sided sweeper, except when the other person has Avacyn, it's just an 8/8 flying, trampling demon that gets blocked by her, equaling a stalemate....however, Avacyn affects the rest of her team positively, allowing her team to win the war (while Grislebrand is more of a win it by himself kinda creature).
The problem is flavor-wise as this would allow him to kill Avacyn.

The best part of Phyrexian Mana is being able to play off color which you seem wary to do. You most definitely want to work towards getting Phyrexian Metamorphs in there, but they are expensive as well, and I would take out the Membranes for them in a heartbeat. In fact drop a Membrane for another Dragon outright. The Metamorphs are just relevant in any setting, especially because they can copy your Rage Extractor in a pinch, stacking damage.
Corrosive Gale is a must for your sideboard, as it will hit spirit decks hard, and it's also a Fireball if an Extractor is on the field
Thraben Doomsayer is also fun to use especially with a Dragon or Immolating Souleater on the field.
Vault Skirge and Bludgeon Brawl make for a fun combo to gain back your lost life when Norn's Annex or Rage Extractors are on the field.
I also kind of like Shimmer Myr for all the antics you could have with it.
Since your mana curve is all over the place with the options in casting costs anyway, you may try adding one each of a Swamp, Island, and Forest in there as well that you can fetch to be able to cast certain colors without the life loss on occasion.

|Depending on the board state you'll want to Fling your creature at different times. If your creature is the only non-land permanent on your side of the field, then your best option is to Fling before the ORing enters the battlefield, as it's exile ability only goes on the stack(and targets) once it is actually on the field. This way if you have nothing else, they must exile one of their permanents. If you have more than just one creature, then you would fling after the ORing enters the battlefield and they've chosen their target.|
They both have their perks. One is a body that you can also swing with, but dies to creature removal and board wipes, while the other takes more specific removal. I'd usually mix it up but favor the Rakish Heir if you have the room. Generally you're going to be playing either of those cards in aggro, so the Heir tends to serve towards the greater purpose of your deck anyway.

If 1v1 you can go the bleed route, with Soul Wardens for life gain, and then mixing Suture Priests and Blood Seekers to bleed your opponent. Grave Pact will also make their decision to kill these guys off much more difficult. Falkenrath Noble will make boardwipes a pain.

Beyond that just get some of the more aggressive and cheap ones, or go the 16 lord route and add Coralhelm Commander and Merfolk Sovereign. Cosi's Trickster is awesome as one drop, as well as Cursecatcher. You should have at least 28 Merfolk total, then flesh out the rest of the deck with counterspells and maybe Aquitects Will or another card to enable Islandwalk. Run no more than 22 lands, and even then 20 can be entirely feasible. Halimar Depths is pretty cool as half of a Ponder.

He could definitely be fun. Gravepact will make hitting your non-tokens be a chore, and then Fresh Meat will add insult to injury if they manage to wipe a large part of your board or if you have a sacrifice altar. Especially if you keep sacrificing a Reassembling Skeleton...

|Uril the Miststalker is one of the most aggressive generals that wants to swing for the 21 general damage. Have a few chump blockers and sacrifice fodder (**** you Thraximundar) and then just load up on Auras. Some of the best for him are the Lorwyn/Shadowmoor cycle that give +1/+1 if the creature is a certain color, specifically Shield of the Oversoul.|

Maintaining competitive balance in a casual group is very, very hard. Almost always, one or two players manage to build deck(s) the other players cannot beat without spending more money. Even if they are willing to do so, they then have to get to the small area where the balance is restored, without tipping it in another direction and setting the whole process off again.
While this might seem silly to those of us who have been around for years and spent thousands on cards, I can certainly see the logic behind the rule.
Yeah but if that's the case then why don't they play pauper where a deck shouldn't cost more than $5-10 and it can still be constructed well with playsets and whatnot?

|The way I see it is you're too mid-range between control and aggro. Either go full control which digs to hit the infinite Lich-gun combo, and requires you to add Red in there, or go heavy aggro where you try and overpower everything with huge creatures hoping you luck into an early HS.|
If nothing else go with 4 Black Sun's Zeniths so you have a better chance to wipe the board until you have a chance to build, as well as a playset of Phyrexian Metamorphs or Phantasmal Image.

|I'd suggest 3 to 4, I'm just unsure of what else you might like to take out. I'd probably take out 2 Highborn Ghouls in most cases, or maybe one Highborn and one Mortarpod.|
Basically like all decks it comes down to playtesting and your local metagame. Try switching it up however you like. It should go without saying though not to touch your Gravecrawlers, Messengers, and Myrs as sac outlets.

Oblivion RIng resolves and enters the battlefield. Then its ETB ability is triggered and that goes on the stack targetting a permanent. You respond to that, sacrificing the targetted creature and then its ability fizzles leaving the O-Ring on the 'field without exiling anything.
This is extremely relevant, too. Some people will try and put their Oring into the graveyard (whether they know better or not) since it's effectively a useless enchantment at that point. But it needs to stay on the battlefield, otherwise something like a Sun Titan could recur it from the graveyard, and you don't want that.

As for the timing question, O-ring is just a spell on the stack with no relevant effect. Once it resolves it's ETB effect goes on the stack, and that's when you want to respond with the Altar's Reap, after they have targeted your creature.

Go with 4 of each of Blood Seeker, Falkenrath Noble, and Sangromancer
You'll want removal in the form of Doom Blade, Go for the Throat, Tragic Slip and Tribute to Hunger. Deathmark for your Sideboard.
Also 4 copies each of Vault Skirge, Child of the Night, Vampire Outcasts and Lashwrithe will keep you aggressive while gaining you loads of life.
Drop in Chalice of Lifes, drop out the Demon's Horns.
The only thing that will cost you money here is the Lashwrithe, but you shouldn't have a problem picking them up for $2 each.

Way too much black removal when red burn will help the speed of the deck. Split 4 total slots between GftT and Doom Blade, maybe 5, and favor GftT. Drop Shock for Arc Trail. Add either Volt Charge for proliferating and burn, or Brimstone Volley.
I prefer Interloper over Child of the Night. The early evasion is really nice.
I don't want to completely rebuild the deck for you, but Falkenrath Aristocrat is one of my favorite cards right now and it would be nice to find a spot for it in this deck.

Anyway, more characters I've mostly decided on:
Harley Quinn - I much like Jaya Ballard for her.
Aquaman - Sygg, River Guide, as suggested, he's mostly useless with islandwalk and an ability that only pertains to merfolk, of which there shouldn't be many others of in this deck, making him almost useless.
Wonder Woman - Probably Sisay. I absolutely want to incorporate Sisay somehow and WW isn't an awful choice by any means. Runner up being Reya Dawnbringer or Linvala, as she shuts down opponents a la Lasso of Truth.
Poison Ivy - Jolrael, Empress of Beasts. Green creature that animates all my lands. Skittles would be about the only other option, for Infect.
Hawk and Dove - One card for both, Agrus Kos. Red and white, offensive and defensive ability in one card.
Doctor Fate - Jhoira
Darkseid - I love the idea of using Ulamog, I really really do and may spring for him as one of the few expensive cards in the deck. But on a budget I will probably go with Grimgrin.
Brainiac - Memnarch. No brainer. Heh....
Martian Manhunter - Either Sakashima, as I like the recurring shapeshifting, or Thada Adel as her ability seems like his telepathy.
Ivo's Android/Amazo - I was thinking the incarnation on the JLU cartoon where he's almost god-like, so maybe Child of Alara here, as flavorwise it would take every possible resource and person to take him down.

Ok so question 3, specifically.
If a Diregraf Captain with Skeletal Grimace blocks Pitchburn Devils, then both would deal three damage to each other and die simultaneously. If you put a regeneration shield on the captain, then the 3 damage it receives is removed and the Captain is tapped, but otherwise survives.
He still deals his 3 damage to the Pitchburn Devils though, he is NOT removed from combat like the above poster said. The Devils then die and its controller can assign the 3 damage it deals upon death to Diregraf Captain. If the Devils controller does this, then the Diregraf Captain must be regenerated a second time, or it will go to the graveyard.
Edit: Also before it needs to be said, I should clarify that Regenerating a creature prevents the next time it would be destroyed, be it by lethal damage or say a Doom Blade. If one of those conditions is met, then the creature will need to be regenerated again to prevent the next occurrence of destruction. You can't save a creature being exiled by using regeneration, nor can you save one from being sacrificed, as sacrificing a creature isn't destruction.

2: Yes. You declare combat, spells and abilities are played and resolved, you declare all attackers simultaenously, spells and abilities can be played again and resolve, blockers are declared simultaneously, spells and abilities can be played again and resolve, damage is dealt. Now I may need confirmation on this, but first strike damage is dealt first to creatures and players, then inbetween that and regular damage, you can again cast spells and abilities, and then regular damage is dealt.
3: That entire play is ridiculous. A creature that is regenerated is also removed from combat, tapped, and the next time lethal damage is dealt to it it is prevented. If he regenerates it, then your Pitchburn Devil's don't die, because the Captain deals no combat damage to it.
I seriously question your store's integrity if there was no judge there that knew such a basic rule as regeneration...

|So I'm thinking I want to build a silly (and probably completely ineffective) Commander deck where I get an artist friend to alter a bunch of cards to look like DC superheroes. Obviously this is going to be on a huge budget since I'll need to commission the alterations so I'm trying to stick to about $2 a card. It's just for fun.|
The alterations will make these cards all but illegal in any sanctioned play as I plan to have the names altered, and when relevant have colored mana symbols painted to that hero's emblem. It will be purely casual.
I'm trying to stay away from Planeswalkers except for maybe the most powerful beings. This is for budget reasons and not enough heroes warrant Planeswalker status.
Villains will be welcome as well. As much as I'd like make my Commander Progenitus, he's just to expensive. I'm thinking Child of Alara or Cromat, but have no idea which Character they'd represent.
I'm trying to stick to some general rules, but if you have some great suggestions outside of these, I'll consider it.
- The creature must be Legendary.
- The creature needs to be flavorful to some of the hero's traits, like Batman is manipulative, so he may counter spells like Ertai, or help draw cards because he needs time to plan.
- Cheap, as said before.
- I may spend a little extra towards staples of the DC Universe, like Batman and Superman.
I'm also looking for other non-creature Legendary cards to represent relevant objects like vehicles (the Batmobile), places (Fortress of Solitude), and objects (Green Lantern's Power Battery).
I've thought of some myself that should give you an idea of what I'm looking for.
Superman - Konda, Lord of Eiganjo - Most importantly, he's Indestructible. He's also really big when hes active, which fits nicely flavor wise as a secret identiy aspect. Runner up, Myojin of Cleansing Fire.
Green Lantern - Omnath - He gets more powerful with more green energy? Speaks for itself.
Flash - Rakka Mar - I like the idea that he can create "after-images" in the form of the expendable token generation. Urabrask is another viable choice.
Joker - Braids, Cabal Minion - The art alone suggests Joker, but the drawback is flavorful to his insanity.
Batman is a tough one, I feel flavorwise he wants to be blue, which at least fits artwise with his older incarnations if nothing else, but more importantly he's controlling. Ertai, Wizard Adept feels like a good choice, while the other Ertai not as much because Batman doesn't view people as expendable, however sacrificing an enchantment is flavorful as if he's using his gadgets to counter his opponent. Teferi and Venser also feel like good choices. Zur the Enchanter could also be fun, as he brings out Batman's gadgets.
Characters I'd really like to incorporate:
Hawk and Dove
So any suggestions for cards to fit these roles or other heroes and respective cards you like will be greatly appreciated.
I'm also open to suggestions for Marvel characters in case I ever decide to do them as well.

|Dungeon Geists would be great, and Phyrexian Metamorph is a cheaper and still relevant alternative to Phantasmal Image. After all it can also copy a Sword. On an even bigger budget, you can try Cackling Counterpart, since at least at instant speed you can drop a copy of a captain as they try to target the one you have out.|
Honor of the Pure isn't a terrible choice as if you drop the Sturmgeists and Shriekgeists, all of your relevant creatures should be white. If not, Mindshrieker should absolutely replace Shriekgeist, and Dungeon Geist over Sturmgeist.
Sideboard wise grab some Celestial Purges. Also though it's sorcery speed, Revoke Existence fills the place of both Demysitfy and Divine Offering. Vapor Snag serves a better purpose in an aggressive deck over Silent Departure. Last but not least, O-Rings.

Bloodseeker can be a good sideboard against tokens.
